HUNTINGDON, Pa. -- A career diplomat from Germany and a former director of international programs at Juniata College will present a discussion of the implications of the Sept. 11 terror attacks on Europe and the United States at 7:30 p.m., Feb. 21, in Alumni Hall in the Brumbaugh Science Center on the Juniata campus.

The event is free and open to the public.

Heinrich Kreft, a visiting fellow at The Heritage Foundation in Washington, D.C. and former counselor for Germany's Foreign Policy Planning Staff, will present a talk on European reactions and policy changes in response to the attacks. William Volke, executive director of the Institute of World Affairs, University Outreach, at the University of Wisconsin-Milwaukee and former Juniata international programs director, will present a talk on America's reactions to the Sept. 11 events.

Kreft is a 1980 graduate of Juniata and earned a master's degree and doctorate at the University of Munster in 1984 and 1987, respectively. He joined Germany's Ministry of Foreign Affairs in 1985 and became first secretary of the German embassy in La Paz, Bolivia in 1988. In 1991, he was named deputy director of the economic and trade division of the German embassy in Tokyo, Japan and returned to Germany in 1994 to serve as desk officer for Central America at the Foreign Ministry in Bonn.

Kreft was named visiting fellow at the Heritage Foundation in 2002 and served as visiting fellow at the Henry L. Stimson Center in Washington, D.C. in 2001.

William "Buff" Vocke joined the Juniata College faculty in 1974 as assistant director of political science. He was promoted to associate professor of politics in 1983. He served as Juniata's director of international programs from the mid-1980s to 1990.

Vocke earned a bachelor's degree in political science and economics from Wittenberg University in 1968. He earned a master's degree in 1974 and doctorate in 1981, both in international studies from the University of South Carolina.
