Solicitation (Fund Raising)

SOLICITATION BY STUDENTS & REGISTERED STUDENT ORGANIZATIONS (RSO’s)

 

 

The purpose of this policy is to encourage responsible practices in fundraising, while minimizing potential conflicts with fundraising activities of the College.

A student who wishes to conduct fundraising as a representative of the campus or an RSO must be part of an activity allowed by the student handbook and approved by the Office of Student Activities (OSA) or be involved in a practical activity assigned as part of a class. 

Except for informal fund raising on campus or with the students’ families to provide emergency relief, fundraising can’t be done for the benefit of a single individual.  When funds are raised for an individual, they are generally not tax deductible.  Because of this, they can’t be raised in the College name and won’t be receipted or deposited by the College. The Controller’s office may agree to consolidate all cash and checks to simplify this type of fundraising, but permission should be obtained before accepting checks made out to the College.

Fundraising is generally in one of three types: contributions, gifts of merchandise, and advertisements.  Sometimes a fundraiser or a supporter may refer to these as sponsorships.  The following definitions spell out restrictions and permissions that apply to each type of support.

A contribution is a donation to support an RSO, the College, or an independent charity for which the donor receives no personal benefit.  A contribution may result in public recognition but can’t advertise a product or service.  Gifts of this type are generally eligible for tax deductions and for college gift recognition.  Contributions require approval by the AVP of Advancement (AVPA) for solicitations that include anyone off campus (all people and organizations other than students, their parents, faculty and staff) and by OSA for any solicitation on campus.  See the additional requirements at the end of this document.

Solicitations off campus for merchandise to be sold or auctioned with a value of less than $200 aren’t subject to this policy will not be eligible for college gift recognition.  Although thank you acknowledgements are appropriate, such acknowledgements must not make reference to the monetary value of the gift or reference any tax deductions.  When merchandise individually valued at more than $200 is solicited off campus, permission of the AVPA is required.  See the additional requirements at the end of this document.

Requesting an advertisement of a commercial product or service isn’t covered by this policy and isn’t eligible for college gift recognition.  Normally these advertisements are limited to College sponsored events and publications and the AVPA should be given a list of sponsors and the amounts paid.

 

To conduct on campus fundraisers, the following policies apply and are administered by OSA:

1.      RSOs must obtain and complete a fundraising form and receive approval from OSA before raising money for their RSO or other non-profit organizations.

2.      Once approved, RSO’s may:

a.       Solicit door-to-door in the residence halls or other college buildings.

b.      Use Ellis Hall Lobby for solicitation purposes (use the on-line Event Scheduler).

c.       Sell tickets or conduct sign-ups at the Ellis Hall information desk (receive permission from staff at the Information Desk).

3.      Students should not solicit Juniata College faculty or administration directly for donations.  They may, however, use indirect methods such as the Daily Announcements or fliers to reach them.

4.      The College holds a "small games of chance" license which allows student organizations to conduct fundraisers such as raffles and 50/50 drawings. Betting pools (such as sports tournament pools) are not permitted because they constitute a violation of gambling laws.

 

To conduct off campus fundraisers, the following additional policies apply and are administered by AVPA:

1.      For RSO’s, a copy of the approved OSA fundraising form must be provided.

2.      For students conducting fundraising as part of a class, a summary must be prepared that outlines the following:

a.       How much money do you hope to raise? 

b.      Which organization will receive the funds raised?  How will that organization benefit?

c.       Describe how you plan to solicit support?  (For example:  mailing letters, establishing a web site, offering student services, canvassing businesses, submitting a grant proposal.)

d.      Who do you plan to solicit for funds and/or products?  Please list them:

e.       Do you have a gift level per prospect in mind?

f.       During what period of time will the solicitation occur?
